A clear view on legal issues
Dr. Anabel Peiró Baquedano participated in the second day of the meeting from the WG Public Services and Public Procurement of EUROCITIES. On the second day of the meeting strategic use of procurement was discussed. Specifically, participants learned how it can be used to tackle crises such as the one we face today and how to create a procurement strategy.
When in a crisis, it is necessary to answer quickly to new and emerging needs and specially to use simplified and quick procurement procedures. Corvers in partnership with the University of Zaragoza have performed a legal and economic analysis on how procurement and innovation procurement can be used in a simplified way. Anabel also presented the Guidance from the European Commission on using the public procurement framework in the emergency situation related to the COVID-19 crisis (2020/C 108 I/01).
Corvers is also responsible for running EAFIP and supporting public entities in using innovation procurement. The European Assistance For Innovation Procurement (eafip) is an initiative financed by the European Commission for providing local assistance to public procurers for starting new innovation procurement and for promoting good practices and reinforcing the evidence base on completed innovation procurements.
