The White Paper: How to procure e-Mobility solutions is one of the series of documents published by the Corvers Chair on Innovation Procurement at the University of Zaragoza (Spain) on different topics. This e-Mobility Paper presents the current state of play in the field of innovative e-Mobility solutions and its impact in Europe. [1]

European Member States are realizing more and more the importance and power of public procurement to solve global challenges, increase productivity, boost innovation, foster sustainability and zero waste, create jobs and ensure value for money in Europe. In particular, Innovation Procurement should be strategically implemented in order to tackle beforehand future and pressing needs of public buyers and contracting authorities/entities, as well as current challenges that the aforementioned institutions face, such as budgetary restrictions combined with increasing demands from well informed citizens.

When it comes to the field of e-Mobility, Innovation Procurement plays a key role, as the TRL [2] of some of the technologies embedded in the final solution (e.g., batteries) still have a low TRL in Europe, which indicates a huge potential for R&D services and investment, that could be IPR protected in due time. To foster Europe´s autonomy and to ensure a level playing field, measures need to be taken with immediate effect. Failure to do so can lead to Europe’s dependency on third countries in this strategic field.

And this is the purpose of the White Paper: to provide guidance to contracting authorities in Europe on how to prepare and design the sustainable procurement of innovative e-Mobility products and solutions and to provide interested stakeholders with the available tools to move in the right direction.

To present the White Paper: How to procure e-Mobility solutions and to further explain it, a series of webinars will take place on the 6th and 19th of May. [1] For the context of this White Paper, e-mobility solutions are transport solutions which are based on heavy duty vehicles with a zero-emission tailpipe pollution, which are a category under article 4 (5) of the Directive 2009/33/EC of 23 April 2009 on the promotion of clean road transport vehicles in support of low-emission mobility amended by Directive (EU) 2019/1161 of the European Parliament and of the Council of 20 June 2019.
