Prof. Dr. Carmen de Guerrero Manso
Carmen de Guerrero is Lecturer of Administrative Law at the University of Zaragoza. She holds a Doctorate in Law and a Master's Degree in Urban Planning. She is a member of several research networks such as the Spanish Observatory of Public Procurement, the International Network of Public Goods, Urban-Red and the Observatory of Environmental Policies. She has carried out research stays in the United Kingdom (Sheffield), France (Paris) and Chile (Santiago de Chile).
In recent years, as a member of the consolidated research group ADESTER (Administration, Economy, Society and Territory) she has devoted herself especially to the analysis of public procurement, urbanism, the public domain and the environment.
She is the author of two monographs and multiple papers and book chapters, among which we can highlight, in the area of contracting this last year: 1) “La suscripción de pactos de integridad como mecanismo de lucha contra la corrupción en la contratación pública" (The signing of integrity pacts as an anti-corruption mechanism in public procurement) in Gimeno Feliu, José María (Dir.): Observatorio de los Contratos Públicos 2017, pages 225-265. She has been a speaker at more than 40 congresses, courses and specialization conferences both in Spain and abroad directly focused on public procurement and public procurement of innovation, adding up more than 100 hours taught on public procurement of innovation in the last 3 years. These sessions have been addressed to both public authorities and companies.
She has participated in two European Projects on public procurement of innovation; she is responsible for an Erasmus+ Project on green public procurement and public procurement of innovation, and is a member of several national research projects. She also participates in the two chairs on public procurement of innovation that currently exist at the University of Zaragoza.
She is member of the advisory team of various public entities and enterprises in the field of public procurement of innovation, providing technical assistance in this area, among others, to the Subdirectorate General for Promotion of Innovation of MINECO, the Aragonese Institute of Health Sciences, the Government of La Rioja, the City of Madrid, the Foundation Institute of Health Research of Aragon, IDOM and EVERIS.
She is the representative of the University of Zaragoza in the Public Contracts Forum of the Autonomous Community of Aragon.
