Oana Pantilimon is a Fulbright scholar, holding an LL.M. in International Business and Trade Law from the John Marshall Law School (United States of America), a Master degree in European Law from the Titu Maiorescu University of Bucharest (Romania) and a bachelor degree in law from the Babes-Bolyai University of Cluj Napoca (Romania). She also received a Professional Certificate in Management granted by the Open University Business School (United Kingdom), and she followed several specialization courses in the area of European procurement law in the European Union.

Since 2005, Oana has worked as business lawyer at major law firms and governmental relations companies in Eastern Europe, having developed extensive expertise in the area of public procurement, public-private partnerships, public and administrative law, regulatory affairs and EU funding. She has advised clients, both national and international private and public entities on a wide range of matters pertaining to the implementation and further monitoring of cross-border projects in the public and private areas. Since November 2013 Oana is working as a senior legal adviser at Corvers Legal and Commercial Affairs. She is currently involved in a wide range of pre-commercial procurement and procurement of innovation projects. Oana often participates as speaker in conferences addressing the issues of pre-commercial procurement and public procurement of innovation and as trainer in workshops aiming at raising awareness among public authorities and the business sector with regard to these procurement methods and to Best Value Procurement (BVP) systems.

In January 2014 Oana got certified as a Best Value Procurement trainer.
